We often get asked,
"Is Tibet open now?"
"Can we visit Tibet in winter?"
"We are staying in China all the time so can we apply for the permit?
"Can we enter Tibet if we have the COVID-19 test report?"

Unfortunately, the answer is NO.
For foreign travelers who want to travel to Tibet, Tibet Travel Permit issued by Tibet Tourism Bureau is a must. Till now, permit department is not open yet due to the pandemic and from our past experience, the possibility of opening is quite low for this year.
So where can we go to experience the authentic Tibetan culture and life?
Western Sichuan -- No Permit Needed!!!
Western Sichuan is the biggest Tibetan region where Tibetans inhabit except Tibet. No matter it's the highland scenery, energetic nomadic Tibetan people, horse trekking in the wild, local Tibetan religion and culture or high altitude trekking experience, you can find them all in Western Sichuan.
The most important of all, Western Sichuan doesn't require travelers to apply for the travel permit, so basically we are more flexible and free when traveling.This would be your second to none option if you are interested in Tibetan culture.
Notice: Except only few sites, most places in Western Sichuan are fully open to foreign travelers.
But how about Hong Kong and Macau citizens? Can we visit Tibet in winter?

This winter policy is quite stable and local government has implemented this policy for consecutive 3 years. It's very likely that Tibet Tourism Bureau will announce this policy again next year.
Let's hope that Tibet will reopen soon so we can visit this beautiful and holy land again in the future!
